Problems with distribution

Has anybody from the UK had a problem submiting their
release. ie
having a message that reads :Yearly billing error 7: Transaction failed: Fail to obtain approval for the online transaction.
I have tried various cards all valid and cannot get any joy
Can anyone help/explain?
